RECOMMENDED ACTION/MOTION:

Accept the CEO's fiscal analysis of the "Mental Health Facility Development Ordinance of 2016" and direct the County Auditor to prepare a 500-word fiscal impact statement to be placed on the ballot along with the Ordinance, pursuant to Elections Code Section 9160(c).

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
At the request of Supervisor Gjerde, on April 5, 2016 the Board directed the Executive Office to prepare a report analyzing the potential impacts of "The Mental Health Facility Development Ordinance of 2016", pursuant to California Elections Code Section 9111. Further, Supervisor Gjerde requested that if the proposed Initiative qualified for the ballot that the Board consider directing the County Auditor to prepare a fiscal impact statement, which would be included on the ballot along with the Initiative, pursuant to Elections Code 9160(c).

SUMMARY OF REQUEST:
Since the Board's direction for the Chief Executive Officer to prepare a fiscal analysis of the Mental Health Facility Development Ordinance of 2016, as proposed by the County Sheriff, the Executive Office has been analyzing the proposal with the support of various County departments, mental health service providers both inside and outside of Mendocino County, finance professionals, and Lee Kemper from Kemper Consulting Group. The attached report entitled Analysis of Proposed Behavioral Health "Crisis Continuum" Facility is the result of that analysis over the last several months.
