Approve Agreement for the First Modification of Agreement No. 15-074 with California Department of Social Services - Adoptions Services Bureau in the amount of $641,682, to provide adoption services for Mendocino County for Fiscal Years 2015-17; authorize the Health and Human Services Agency Director to sign any future amendments to the Agreement that do not affect the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Counties have the option of providing their own adoption services through County child welfare services departments or by contracting with the California Department of Social Services (CDSS). CDSS has been providing cost-effective adoption services for Mendocino County’s foster children for over 16 years. The County receives funding and then contracts that same amount back to CDSS to provide all Master level social worker and supervisory requirements, full access to the statewide Child Welfare Services/Case Management System, statewide adoption services, overhead costs, etc., for all Mendocino County adoption cases. When costs exceed the amount allocated by CDSS due to the number of referrals and cases, the County is not charged additional fees beyond the allocated amount.
Due to the new Resource Family Approval legislative mandates which become effective January 1, 2017 (mid-way through fiscal year 2016-17) the scope of work with for this contract will need to reflect the changes. Therefore, CDSS requested that the contract in place from fiscal year 2015-16 be extended one year during which time the County and CDSS will revise the scope of work while the County finalizes its Resource Family Approval plan.
