Previous Board/Board Committee Actions:
Each year, since 1994, the Board of Supervisors approved PCCY/CAPC recommendations for the allocation of the funds from the Children’s Trust Fund as required pursuant to Welfare and Institutions Code Section 18967. On February 12, 2002, the Board of Supervisors designated the PCCY/CAPC as the child abuse prevention coordinating council for all of Mendocino County and also designated that the Commission administer the Children’s Trust Fund.
Summary of Request:
PCCY/CAPC is the designated entity for oversight of the Children’s Trust Fund. Children’s Trust Fund money is to be used to fund child abuse prevention councils, child abuse and neglect prevention, and intervention programs operated by private nonprofit organizations or public institutions of higher education with recognized expertise in fields related to child welfare. For FY 2016-17, PCCY/CAPC voted to recommend distribution of $10,200 to Children’s Action Committee (CAC), $6,800 to Mendocino Coast Child Abuse Prevention Coordinating Council (MCCAPCC), and $3,000 to CASA of Mendocino. Pursuant to Welfare and Institutions Code Section 18967, the Board of Supervisors shall make the final decision as to which programs shall be funded.
PCCY/CAPC is tasked with establishing the criteria for determining those programs which will receive funding, and making recommendations to the Board of Supervisors as to those proposals which meet the established criteria.
June 20, 2016, the PCCY/CAPC voted to approve a motion to recommend to the Board of Supervisors that $10,200 is provided to the Children’s Action Committee (CAC), $6,800 is provided to the Mendocino Coast Child Abuse Prevention Coordinating Council (MCCAPCC) from the Children’s Trust Fund for FY 2016-17. CAC and MCCAPCC will be providing child abuse prevention activities.
June 20, 2016, the PCCY/CAPC voted to approve a motion to recommend that the remaining $3,000 of the Children’s Trust Fund be provided to CASA of Mendocino for Mandated Reporter Trainings.
In order to ensure that child abuse prevention activities are conducted county-wide, both child abuse prevention groups have received funding to support their operations and activities.
--Mendocino Coast Child Abuse Prevention Coordinating Council (MCCAPCC) was designated as a Child Abuse Prevention Coordinating Council by the Board of Supervisors on June 10, 2001, and as a standing committee of the PCCY/CAPC on June 24, 2005.
--Children’s Action Council (CAC) was established as the child abuse prevention working committee of the PCCY/CAPC and later, on April 22, 2005, designated as a standing committee of the PCCY/CAPC.
