Approve Agreement with National Training Consultants in the amount of $82,470 to provide facilitation and documentation of court mandated Family Empowerment Groups for Family and Children’s Services in FY 2016-17; authorize the Health and Human Services Agency Director to sign any future amendments to the Agreement that do not affect the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
For the past 15 years National Training Consultants has been facilitating Family Empowerment Groups (FEGs) for Health and Human Services Agency (HHSA). Parents with open dependency court cases, family reunification or family maintenance, participate in FEG as part of their court ordered Case Plan. National Training Consultants also provides written summary reports, as needed, for court hearings, and participates in case conferencing.
National Training Consultants utilizes the FCS philosophy of Signs of Safety/Safety Organized Practices and uses motivational interviewing techniques to help clients work on and achieve their goals related to their FCS court case. National Training Consultants also understand the FCS Family Empowerment Model designed and implemented by Mendocino County FCS staff 16+ years ago. National Training Consultants’ extensive expertise is sought and relied on by Social Workers and Social Work Supervisors to gain accurate information pertaining to their clients’ progress. This information allows Social Workers to make informed decisions and recommendations to the Court in the best interest of the children and families that FCS staff serve.
