SUMMARY OF REQUEST:
On October 21, 2015, the Behavioral Health Advisory Board (BHAB) voted to change their name (from Mental Health Advisory Board) to acknowledge the Board's increasing integration of behavioral health issues. In addition to the name change, other revisions were made simultaneously in an effort to bring the bylaws up to date and more accurately reflect the Board's work. On December 16, 2015, the BHAB voted to accept their amended bylaws, including their name change and substantial revisions aimed at clarifying the Board's authority as set forth in sections 5604 through 5607 of the California Welfare and Institutions Code (W&I Code). Approval of the amended bylaws was placed on the Board of Supervisors (BOS) Consent Calendar on March 15, 2016 but was removed for separate consideration and sent to County Counsel for further revision in order to comply with W&I Code and local BOS policies. The final bylaws, which change the name to BHAB, and substantially revise the duties, meetings, membership and appointment terms, were approved by BHAB at their July 20, 2016 meeting and are now presented...
