PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On August 2, 2016, the Board of Supervisors adopted Resolution No. 16-089 and introduced an associated ordinance authorizing SCPA to become the Community Choice Aggregator (CCA) for the unincorporated areas of Mendocino County.

SUMMARY OF REQUEST:
On July 7, 2016, Sonoma Clean Power Authority's (SCPA) Board voted to offer participation in SCPA's Community Choice Aggregation program to the County of Mendocino and the incorporated cities of Fort Bragg, Point Arena and Willits via Resolution No. 16-003. The SCPA Board still needs to take further action before a final decision relating to (a) an update to the Joint Powers Agreement that will allow the SCPA Board to offer the specific number of seats for representation, and (b) a vote by the SCPA Board to accept Mendocino County and any incorporated cities once those jurisdictions have passed ordinances, which is scheduled for the October 6, 2016, agenda of SCPA's Board of Directors meeting.

The Board adopted Resolution No. 16-089 on August 2, 2016, authorizing SCPA to become the CCA for the unincorporated areas of the County. Upon adoption of said resolution, designation and appointment of a primary and alternate representative to serve on SCPA's Board of Directors did not occur. Therefore, staff recommends that the Board designate and appoint both a primary and alternate representative to serve on SCPA's Board.
