Previous Board/Board Committee Actions:
On May 19, 2015, the Board of Supervisors approved a letter of support for State Senate Bill 16 to provide needed funding the state and local roadway systems to address the backlog of preservation and maintenance (Agenda item 4 e). On July 7, 2015, the Board of Supervisors approved a letter urging the legislature and Governor to find a long term transportation funding solution during the 2015 special session (Agenda item 4f). On August 18, 2016, the Board adopted a Resolution urging the State Legislature to address transportation funding for state and local transportation networks during the legislative special session (Agenda item 8 a).
Summary of Request:
ABX1 26 and SBX1 1 would provide much-needed new statewide investment to maintain and improve local streets, roads, and state highways. As of importance, it would also make sure that existing revenues meant for transportation projects are redirected to transportation, and would implement a number of reforms to improve project delivery while still protecting the environment.
California State Association of Counties calculates that the proposal at full implementation of the package would result in over $2.5 billion in existing and new on-going revenue for investments into the Local Street and road system. Mendocino County would receive approximately $8,112,312 of the estimated $2.5 billion.
In order to preserve existing improvements, prevent further deterioration of the County’s paved roads, and improve our dirt and gravel roads, the Executive Office and Department of Transportation request the Board of Supervisors support the Frazier - Beall Transportation Funding Package. Included in this item is a letter from Transportation Director Howard Dashiell providing additional information regarding our County road conditions and the Frazier - Beall transportation package. The transportation package is consistent with the County’s 2016 Legislative Platform.
