Previous Board/Board Committee Actions:

A Memorandum of Understanding (MOU) (BOS Agreement No. 10-152) regarding the operation and maintenance of Low Gap Regional Park and defining the Park Use Area was approved by the Board of Supervisors on September 14, 2010. Subsequent to the definition of the Park Use Area in 2010, and in conjunction with the Ukiah Valley Trail Group, the City of Ukiah developed a portion of APN 001-020-12 and 001-030-01 (owned by the City of Ukiah) including a trail system, referred to as City View Trail.

 

Summary of Request

Entering into a joint MOU with the City of Ukiah and the UVTG allows both the City and the County to benefit from the services of this volunteer group.  The MOU will allow UVTG to plan and perform trail enhancements and/or improvement projects in the Park Use Area with the approval of said agreements and in conjunction with the City of Ukiah and the County of Mendocino.  This MOU establishes a framework of cooperation and partnership between the County, the City of Ukiah, and the UVTG to assist one another in areas of mutual interest and concern as it pertains to County of Mendocino and City of Ukiah owned property and parks.

 

The Ukiah Valley Trail Group (UVTG) has prepared a Low Gap Park Trail Plan (2015) for the Board to review and for consideration of adoption.  Elements of the plan incorporate the Universal Trail Assessment Process to review, categorize and suggest improvements to the trail system.  The plan identifies deficiencies within the trail system and provides suggested improvements, such as re-vegetation, trail signage and even trail abandonment.  The plan also allows or a framework and multi-year work plan to be put in place in order for suggested improvements to take place.

 

Both the MOU and the plan will allow for UVTG to perform work in the Low Gap Regional Park, which will also include Mill Creek Park, and make improvements to the trail system.

 

Alternative Action/Motion:

Provide direction to staff or do not approve the Memorandum of Understanding and do not adopt the 2015 Low Gap Trail Plan.
