PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On February 2, 2016, AT&T made a presentation to the Board of Supervisors regarding their proposed Network Resiliency Plan. On September 19, 2016, AT&T transmitted a press release to the Board of Supervisors to notify completion of their North Coast Resiliency Network Upgrade.

SUMMARY OF REQUEST:
In August of 2015, AT&T accepted approximately $427 million per year in Connect America Fund Phase 2 (CAFII) support for each of the next six years. These funds will be used in deploying, maintaining, and offering internet access and voice service in FCC-identified census blocks in 18 states located within AT&T's exchange areas. For California, AT&T plans to use this support to offer high-speed internet to more than 141,500 homes statewide via a fixed wireless technology. This wireless "last mile" connection between the fiber at a cell site and the customer premises will provide services of at least 10 Mbps download. Carriers must meet specified deployment milestone dates: 40% of the overall (state-wide) build by year-end of 2017, 60% by 2018, 80% by 2019, and 100% by 2020-21.
