Previous Board/Board Committee Actions:
The Board has received regular updates on the Mental Health Transition since March 15, 2016 as a result of Ortner Management Group’s (OMG) notice to the County of intent to terminate their Adult ASO Mental Health Services contract effective June 30, 2016.
Summary of Request:
The Health and Human Services Agency (HHSA) has prepared an update on the Transition of Adult Mental Health Services from Ortner Management Group to the County and Redwood Quality Management Company (RQMC). This transition update will report on accomplishments of the first quarter of Fiscal Year 2016-17 (July 1 through September 30, 2016). Accomplishments include the successful transfer of Adult MH Services oversight and administration to RQMC; the implementation of County-delivered medication support services and Electronic Health Records; capacity building for community partners to create a strong network of providers; the development of new contracts for psychiatry and residential client care; and the formation of new and stronger community bonds as law enforcement, justice system, medical hospitals, and community health centers work cooperatively on MOUs to clearly define the details of their MH-related relationships.
Please refer to the attached ‘Mental Health - Adult Services Transition Plan Update’ dated October 17, 2016, for a summary of activities in three action areas: Mental Health Adult Services Transition Plan, Memorandums of Understanding (MOUs), and Electronic Health Records (EHR).
Transition meetings will continue as needed with HHSA, RQMC, and the Behavioral Health Advisory Board (BHAB). HHSA will continue to coordinate recommendation implementation with Lee Kemper Consulting Group, and will report progress to the BOS on a quarterly basis.

Provide alternative direction related to the transition of adult mental health services.
