The Air Quality Management District annually authorizes the Air Quality District to apply for State Subvention funds.

 

Summary of Request

Each year the Air Quality Management District must apply to the Air Resources Board for State Subvention Funds.  The Air Quality Management District Board must approve the District’s application and authorize the Air Pollution Control Officer to sign the application prior to its submittal to the Air Resources Board.

 

The application consists of 2 parts:   (1) the Fiscal Year 2016-2017 Application for Subvention Funds; and, (2) the Fiscal Year 2015-2016 Year-End Financial Report indicating that the District’s appropriations (not including AB 923 MV Funds) exceeded the required match for that year’s subvention grant as required by state law.  A copy of the application is attached, which includes Subvention funds in an amount of $34,400.

 

In addition, at the request of the Air Resources Board, the District is requesting supplemental subvention funds for legal fees associated with an enforcement action in the amount of $99,347 and $30,000 for vehicle replacement.  The likelihood of receiving the additional funding is low; but, the additional amounts requested depict the actual needs of the District and demonstrate that there is a need for the state to increase future subvention allocations

 

Alternative Action/Motion:

Do not approve the District’s application for state Subvention Funds and direct District staff to pursue alternative sources of funding for programs.
