Previous Board/Board Committee Actions:

By Resolution Number (No.) 01-268 on (December 4, 2001), the County Road Commissioner (CRC) was given authority to restrict or close any county highway for the protection of the public, and protection from damage during storms. By Resolution No. 07-089 on (May 15, 2007), authority was given pursuant to sections 942.5 and 942.6 of the Streets and Highway Code for the CRC to execute road closures for any County maintained Road.   By Resolution Nos. 02-261, 02-262, and 02-263 on (November 5, 2002), authority was given to the CRC for the placement and installation of locking gates for the seasonal closure of designated segments of Ten Mile Road, County Road (CR) 506, from Milepost (MP) 0.18 to MP 1.68, Navarro Ridge Road, CR 518, from MP 8.82 to MP 13.10, Fort Bragg Sherwood Road, CR 419, from MP 5.08 to MP 27.54, respectively from December 1 through March 31, annually as needed.

 

Summary of Request

The seasonal road closures have reduced safety hazards to the public traveling the roadway, increased the lifespan of the roadway and drainage improvements, reduced repair costs funded by taxpayers, and reduced sediment flows into coastal watersheds. Currently, the closure dates of December 1 through March 31 for the abovementioned designated segments of Ten Mile Road, CR 506, Navarro Ridge Road, CR 518, and Fort Bragg Sherwood Road, CR 419, do not encompass the actual winter weather patterns. The Director of Transportation requests the Board grant him the flexibility to determine the best beginning and ending dates for temporary road closure as needed due to seasonal weather conditions.  This will allow for an immediate response when winter weather conditions require it and will provide increased safety for the public and better protect the roadways from storm damage.

 

Alternative Action/Motion:

An alternative would be to not authorize the Director of Transportation the flexibility to close roads, and to bring all early recommended closures to the Board of Supervisors for approval.  This alternative would be an inefficient use of staff resources and would negate a timely response to potential damage of County Maintained Roads and increase safety hazards to the public who traveling the roadway.
