Authorize the Mendocino County Library to offer a fee amnesty period from December 24, 2016 through January 3, 2017.

Previous Board/Board Committee Actions:

On November 17, 2015 the Board approved a request to offer a Fee Amnesty Week from December 20, 2015 through December 26, 2015.

Summary of Request

The Mendocino County Library is requesting approval to offer a fee amnesty period for patrons during the holiday closure from December 24, 2016 through January 3, 2017.  In tough economic times, many patrons need to use the Library more than ever but late fees can be a barrier to library use for those who need it most.  During the fee amnesty period, patrons can bring back any materials, regardless of how long they have had them, and not have to pay a late fee.  In addition to helping patrons who struggle financially, a fee amnesty week should also lead to an influx of overdue and much needed materials being returned to the library, therefore reducing the costs associated with replacement.  Last year’s amnesty period was very successful and resulted in the return of substantial numbers of overdue materials.  Many of the branches will be closed this proposed amnesty period.  This would mean that the late fees on any overdue materials returned through the book drops during that period would be forgiven.  Fines for lost or damaged materials will not be included.
