recommendation

Previous Board/Board Committee Actions:
On Sept. 9th, 2014 the Mendocino County Board of Supervisors approved the original MOU that allowed participation in the NBNCBC beginning January 2014 after the approval of a grant application to the California Public Utilities Rural and Urban Regional Broadband Consortia Grant Account.
Summary of Request:
In 2014 the four counties submitted a grant request for funding of the NBNCBC to the CPUC Rural and Regional Broadband Consortia grant program, which was approved via the California Public Utilities Commission (CPUC) Resolution T-17445. The four counties participate together via a MOU, which Mendocino County signed on September 9th, 2014. The original grant request was for three years of funding, but only two years were granted. On June 30th 2016 the NBNCBC successfully completed their two-year work plan.
As there is still work to be done to improve broadband access and speeds across the North Coast, the NBNCBC submitted an application in January 2016 for two more years of funding. The CPUC staff have recently recommended to the Commission continued consortium funding starting January 2017 via Resolution T-17544. This recommendation is for $125,000/year to be split between the four counties, to enable them to work together as the NBNCBC for regional planning purposes and to implement each individual county, CPUC-approved Action Plan and Budget.
The MOU now needs to be updated for the NBNCBC to continue to function. Basic functioning of the NBNCB remains the same, in that Sonoma County’s Economic Development Board remains the NBNCBC fiscal sponsor, the Oversight Committee is comprised of a supervisor from each county, and each county has their individual work plans. The new MOU has changed in that there are new dates (January 1, 2017 - June 30th, 2019), new work plans, and some of the text in the MOU has been clarified.
Alternative Action/Motion:
Do not approve the MOU and/or provide further direction.
