Previous Board/Board Committee Actions:
September 23, 2014, the Board of Supervisors (BOS) approved a Joint Powers Agreement (JPA) with the County of Sonoma for the formation of the SMEDD. On July 21, 2015 the BOS approved an amended JPA, which incorporated new rules from the Federal EDA for economic development districts.
Summary of Request:
Planning and Building Services requests the BOS accept the Sonoma Mendocino CEDS and endorse the District’s application to the U.S. Economic Development Administration. In July 2015, a JPA was approved by both counties to create the Sonoma Mendocino Economic Development District to oversee the collaboration. A nine member board of directors, representing both counties, manages the District. The EDA, an agency within the Commerce Department, offers a program that recognizes multi-county regions working together as Economic Development Districts (District). The primary administrative benefit of the District designation is to become eligible for federal grant funding under EDA’s Planning Program, which can provide approximately $75,000 per year to implement the region’s CEDS. SMEDD plans to submit a grant application to EDA for that funding after it receives EDD designation. Becoming a designated District will also make the Sonoma Mendocino region more competitive for other EDA and multi-agency grant programs, which can provide funding for community and economic development and workforce training efforts. Application to the EDA requires a CEDS, BOS resolutions (Sonoma and Mendocino), a letter of support from the California Governor’s Office of Business and Economic Development (GO-Biz) and other supporting documentation. EDD designation is managed by the EDA Seattle Regional Office and requires approval from EDA headquarters staff in Washington DC. County EDB staff is working closely with EDA staff to submit the required materials on behalf of the District.
