Previous Board/Board Committee Actions:
On October 4, 2016, the Board of Supervisors heard a presentation on the 2016-2017 Emergency Winter Shelters including possible support and direction on funding as submitted by the Health and Human Services Agency, Adult and Aging Services in Collaboration with the Homeless Services Action Group. On October 18, 2016, the Board of Supervisors approved the funding allocation of $10,000 to support the Mendocino Coast Hospitality Center’s Emergency Winter Shelter Services for Homeless living on the Mendocino Coast; and, up to $50,000 to support the 2016-2017 Emergency Winter Shelters (EWS) as submitted by the Health and Human Services Agency, Adult and Aging Services in Collaboration with the Homeless Services Action Group. On October 28, 2016 the City of Ukiah took action during a Council meeting to transfer funds in the amount of $30,000 to the County as a partial match to the County’s funds for the support of extreme weather/emergency shelter services in the Ukiah area.
Summary of Request:
As part of the Fiscal Year 2016-2017 budget adopted on June 21, 2016, the Board of Supervisors appropriated $100,000 to the Health and Human Services Agency for Homeless Services in Mendocino County; a portion of that funding was designated for the Emergency Winter Shelter (EWS).
The Health and Human Services Agency entered into a Purchasing Agent agreement with Redwood Community Services as the fiscal agent for the Emergency Winter Shelter; a partnership between Redwood Community Services and the Homeless Services Action Group.
The shelter’s intent is to address negative health and safety implications for persons who are homeless during extreme weather conditions, to provide overnight sleeping quarters in a safe environment and provide an introduction to services/referrals and information regarding other available community services. The proposed shelter facility is expected to accommodate 46 guests per night and will offer easily accessible access to meals, use of the food bank, and other complimentary services. Due to the urgent timing associated with opening the shelter in consideration of the impending extreme weather conditions, Health and Human Services Agency entered into a Purchasing Agent Agreement (maximum not to exceed $50,000) with Redwood Community Services to expedite the shelter funding appropriated by the Board previously, understanding that an amendment to the contract would be presented to the Board for consideration of the full $80,000 funding allocation. The shelter is anticipated to open in the beginning of December, 2016.

Do not approve the contract and provide staff with alternative direction associated with the provision of extreme weather/emergency shelter services.
