Summary of Request

The North Coast Railroad Authority (NCRA) was formed in 1989 by the California Legislature under the North Coast Railroad Authority Act, Government Code Sections 93000, et seq. The NCRA consists of members appointed by the Boards of Supervisors of Marin County, Mendocino County, Humboldt County, and Sonoma County, and a city representative.  The term of membership for each representative is two years.

                     

One of Mendocino County’s seats has traditionally been filled via an annual appointment of a Board Special Assignment, as recommended by the incoming Board Chair.  In 2011, following a Board policy discussion in which the Board considered the appointment of a non-Board member representative to Mendocino County’s second seat, it was decided that the Board would honor its traditional Board special assignment/appointment, thereby appointing a current Board member to the available seat

 

Alternative Action/Motion:

Direct staff to publicly notice a vacancy for Mendocino County’s open seat, continuing the appointment to a subsequent meeting; or direct staff to conduct further research on the matter.
