Adopt Resolution approving Department of Transportation (DOT) Agreement Number (No.) 160092 in the amount of $250,000, for professional appraisal and right of way services with Bender Rosenthal, Inc., for the 2017 On Call Appraisal and Right of Way Support Services Agreement, and authorize the Director of Transportation to sign any and all amendments to the agreement not to exceed $30,000 (County-Wide); and authorize Chair to sign same.

SUMMARY OF REQUEST:
During the four-year period of DOT Agreement No. 160092, projects with Appraisal and Right of Way needs are expected to arise. Mendocino County Department of Transportation (MCDoT) does not have staff with specialized abilities to address some of the more complicated right of way acquisition problems and requires the assistance of a professional Right of Way firm to provide this specialized support services. As required by federal funding sources, MCDoT conducted a Qualifications-Based Selection for professional services (Brooks Act). This process also meets state requirements under Sections 4525 through 4529.5 of the Government Code (popularly known as the Mini-Brooks Act).
