Summary of Request:
Recently, as documented in the January 5, 2017 edition of the Ukiah Daily Journal page 12 (article attached), the Mendocino County Sheriff’s Office (MCSO) was called out by the Lake County Sheriff’s Office to rescue three citizens stuck in snow on US Forest Route M-1 north of Hull Mountain in Mendocino County. The weather and snowfall made it necessary to borrow a snow tractor vehicle from the Lake County Cal Fire Division in order to reach the stranded motorists and bring them to safety. Unfortunately the vehicle broke down during the rescue causing the MCSO staff to perform the last mile of rescue on foot. Fortunately the vehicle was repaired on site by staff and all were able to be safely taken from the snow covered mountain. The incident demonstrates the need to have reliable equipment within our county for the safety of the public. A used snow tractor has been located to purchase (attachments included). Pursuant to public bidding requirements, the MCSO has worked with the County Purchasing Agent to request bids for similar equipment. Bids will be received by January 20th and will be provided to the Board and public prior to the Board meeting on January 24th. MCSO has funds available. This equipment would assure a more timely response for rescue operations in our rural county and would also allow for safe and easy access during winter snow accumulations to our remote higher elevation mountain top microwave repeater towers for necessary maintenance and repairs by MCSO staff. The funding for the purchase of the vehicle would come from Off-Highway License Fees, Forest Service Funds and Asset Seizure Funds.
