Summary of Request

The Mendocino Solid Waste Management Authority (MSWMA), formed in 1990, is the joint powers authority of the three cities and the County of Mendocino. The specific focus of the Authority’s effort is the implementation of regional waste diversion programs, as required by State law, in the following categories: Wood Waste, Yard Debris, Household Hazardous Waste, Education and Planning. The Authority also functions as Solid Waste Director for hauling contracts in the County of Mendocino.  The Mendocino County of Planning and Building Services Department’s (PBS) Code Enforcement Division is responsible for public nuisance abatement and related cleanup utilizing the formal process contained in Chapter 8.75 of the Mendocino County Code in all unincorporated areas of the County, including the town of Mendocino. PBS has occasionally utilized the services of MSWMA for successful and cost effective cleanup of public nuisances on a case by case basis. By way of this request, PBS is requesting to retain the services of MSWMA on an as needed and ongoing basis. MSWMA will not be used to provide cleanup services for all public nuisance abatements that PBS will need to complete and other resources will be explored and retained based on the severity of the case.
