RECOMMENDED ACTION/MOTION:

Receive presentation of changes incorporated into draft County Ordinances 10A.17 and 20.242 resulting from Board direction given on October 18, 2016, and affirm the changes represent the Board's direction given on October 18, 2016 or amend as needed.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On October 18, 2016, staff was given direction by the Board of Supervisors to develop language that reflected Board direction. In the afternoon reconvening of the item, then Chief Planner Andy Gustavson presented to the Board what was entitled the "not-withstanding" clause. The elements which this language would cover were discussed in the morning session and then discussed and clarified during the afternoon session that day. Staff was directed to formalize the language incorporating the specific changes discussed into the two draft ordinances listed above and to then move forward with the environmental analysis with the two documents, as amended by staff. This was done and the environmental analysis proceeded with those changes.


SUMMARY OF REQUEST:
Since the meeting of October 18, 2016, the Board of Supervisors has not had an opportunity to formally review and acknowledge staff's changes to these documents.
