Summary of Request:
Board of Supervisors Agreement No. 16-001 with Interactive Resources is for the design and engineering for three major roof and HVAC equipment replacement projects at the County Administration Center and the Public Health/Mental Health buildings. The first project is nearly complete at the NW half of the County Administration Building, and the Architect is working diligently to complete the designs for the remaining two projects for bidding this spring. In Change Order No. 1, we requested additional services to include the Administration Center Storage Building and the removal and replacement of the outdated hydronic HVAC system remaining at the Public Health/Mental Health Building.
The current change order includes additional design and engineering services for each of the remaining projects. At the Public Health/Mental Health Building, the extent of the areas served by the outdated HVAC system approved in Change Order No. 1 was significantly larger than anticipated, requiring additional site investigation and engineering to cover those areas. Moreover, unforeseen structural and mechanical challenges required more time to locate the unit supports and duct locations. At the Second Phase of the Administration Center, the initial proposal included a study to analyze the most cost effective solution for the replacement of the HVAC systems, while including the design costs for a basic replacement project. At the conclusion of the study, several proposals were presented to upgrade the HVAC systems in the course of the roof replacement. After evaluation of the construction costs associated with the various options, the Executive Office, Facilities and Fleet Division is recommending “Hybrid Option 2C” as the most appropriate solution to replacing the HVAC units at this time. The additional design and engineering required to complete the project plans for this option are included in Change Order No. 2.
The attached Change Order No. 2, Extra Work Authorization, and design Proposals are included to show the specific costs for each of the above items. In addition, extension of the contract term to be extended through December 31, 2017, will accommodate any design changes for the construction portion of the final two phases.
Alternative Action/Motion:
Reject Change Order No. 2 and direct staff to pursue alternate means to complete project designs; or, reject Change Order No. 2 and direct staff to suspend action on the remaining roof replacement projects.
