recommendation

Adopt Resolution declaring continuation of a local emergency related to the 2017 Winter Storms event (County Wide); and authorize Chair to sign same.

End

Previous Board/Board Committee Actions:

The Board adopts resolutions declaring local emergencies related to storms when necessary.

Summary of Request

Beginning January 8, 2017, severe winter storms and flooding conditions caused major, widespread safety problems to the County Maintained Road System. The Mendocino County Chief Executive Officer/Director of Emergency Services, by delegation, on January 18, 2017, proclaimed that a local emergency exists throughout the County.   On January 24, 2017, the Board of Supervisors proclaimed that a local emergency exists throughout the County.

The County continues to experience the effects of the significant rainfall the County received in January, including localized flooding, landslides and road closures.  The County has received additional rainfall in February, which has meant continued impacts on public facilities and infrastructure.  The proposed Resolution is necessary for the Board of Supervisors to ratify the proclaimed the continuation of a local emergency due to the severity of the storm’s impact on our County Maintained Road System.

Alternative Action/Motion:

Do not adopt the recommended Resolution declaring continuation of a local emergency related to the 2017 Winter Storms event.  This option could make it more difficult to fund repairs to storm-induced safety problems and damage to facilities.
