Summary of Request:
This contract amendment provides tiered funding for supportive housing to eligible young adults who exited the foster care system at or after age 18, who would otherwise be homeless and need the skills to become independent and self-sufficient. Redwood Community Services, Inc. (RCS) is the only program in Mendocino County, licensed by the California Department of Social Services Community Care Licensing, to provide Transitional Housing Program-Plus (THP-Plus) services to young adults, ages 18 to 24, who have exited the foster care system from child welfare or probation. In addition, this amendment provides for the option to extend services to eligible young adults to age 25 (SB 1252). This includes young adults who are no longer eligible for extended foster care (AB 12) due to reaching the age limit of 21 for that program. Eligible former foster youth are able to participate in the program for up to 24 cumulative months between the ages of 18 and 24. With the extension under SB 1252, young adults are able to participate in the program up to 36 cumulative months until the age of 25 who are completing secondary education or an equivalent program or who are enrolled in an institution providing postsecondary education. This contract amendment will provide funding to serve approximately nine former foster youth per month.
