Summary of Request

In August of 2016, County Departments/Offices received an email from the Mendocino County Executive Office which served as an immediate notice that County Departments/Offices will implement procedures that comply with the Mendocino County Code 6.0 and Ordinance 4200 to “ensure that any person or business you are engaging with on behalf of the County (i.e. contracts, permits, etc.) possess a valid County of Mendocino business license prior to transacting any said business.”  The Sheriff-Coroner Office has strived to comply with this request, however, it has been found to be a barrier for many contractors providing services to the Inmate Services programs and for large multi-national companies the Office contracts with for law enforcement purposes.  In fact, a recent vital public safety service has been lost due to the fact the multi-national company will not comply with the Mendocino County Ordinance.  This company indicated that in their experience, no other county in the nation has such a requirement.  Other businesses, which are located within the incorporated cities within the County and hold all applicable business licenses for those cities are not enthusiastic with purchasing yet another business license as it is seen as unnecessary.

 

In order to continue with standard services and contracts that are necessary in the day to day operations of the Sheriff-Coroner’s Office, it is requested that an exemption be granted to the Mendocino County Sheriff-Coroner’s Office for Mendocino County Code 6.0, Ordinance No. 4200.  Further, Ordinance No. 4200 creates mandates that are not in keeping with the current day global business environment nor does it allow the Sheriff-Coroner’s Office to conduct business effectively.  In a recent check of other California counties, none were found to require a business license in order to contract for services.
