Previous Board/Board Committee Actions:
By Resolution No. 02-207 (September 17, 2002), the Board of Supervisors (BOS) approved BOS Agreement No. 02-269/DOT Agreement No. 990106 (Rev 1) with Quincy Engineering, Inc. for plans, specifications, and estimate bid packages for replacement of the bridge and approaches on School Way, CR 236, over the Russian River. By Resolution No. 07-008 (January 9, 2007), Board authorized the Director of Transportation to execute changes to any DOT contract that exceeds $250,000 by up to $25,000, plus 5% of the amount of the original contract costs in excess of $250,000. By Resolution No. 08-139 (August 5, 2008), Board approved Amendment No. 1 for additional scope and restart compensation. By Resolution No. 10-045 (April 6, 2010), Board approved Amendment No. 2 for additional scope of work to incorporate new codes and standards. By Resolution No. 13-073 (July 16, 2013), Board approved Amendment No. 5 for additional engineering and design work. By Resolution No. 14-042 (February 25, 2014), Board approved Amendment No. 6 for additional unanticipated engineering and design work. By Resolution No. 14-100 (July 22, 2014), BOS approved Amendment No. 7 for additional unanticipated construction designs. By Resolution 14-101 (July 22, 2014), the Board approved BOS Agreement No. 14-062 with Harris & Associates for construction support services to manage the construction activities on the project. By Resolution 14-054 (April 22, 2014), Board approved authorization to the Department of Transportation to advertise and award DOT contract No. 130078 for construction of the School Way Bridge replacement over the Russian River. By Resolution 15-117 (August 7, 2015), BOS approved Amendment No. 9 for additional construction support services with Quincy Engineering, Inc., for review of plan changes and technical support. By Resolution No. 16-036 (March 15, 2016), the Board increased the change order authority of the Director of DOT to a total of $686,004. By Resolution No. 17-010 (January 24, 2017), the Board increased the change order authority of the Director of DOT in the amount of $36,104 to a total of $722,108 to resolve the final claims.
Summary of Request:
Construction has been completed and all outstanding claims have been resolved. DOT would like to file the Notice of Completion to commence the applicable lien periods and, pending no claims, release the Contract Sureties after expiration of lien periods. Contract surety must be released as prescribed by existing laws.

Postpone approval of the Notice of Completion and release of Contract Sureties for DOT Contract No. 130078.
