End
Previous Board/Board Committee Actions:
On October 6, 2015, the Board approved the Agreement BOS 15-105 with LACO Associates for the amount of $96,504.50 for a work plan for implementation of Monitoring Well Installments and Subsequent Groundwater Monitoring at the Fort Bragg and Willits Road Yards for the Term of October 12, 2015 to December 31, 2016.
On June 30, 2014, the County completed an agreement with LACO Associates for $43,038.10 to perform investigative and remedial work at two former underground storage tank (UST) sites located at the Fort Bragg and Willits Road Yards. The work involved multiple bore sites, sampling of soil and groundwater and preparing a report to either support the closing of the sites or additional remedial work. The results of the report indicated the contamination levels remained at a level requiring additional monitoring and sampling of the groundwater.
Summary of Request:
Both the Fort Bragg and Willits Road Yards (“the Sites”) were the former locations of underground storage tanks (USTs) removed in 1996 and 1997, respectively. Soil samples collected during the UST removals recorded contamination at levels which triggered a State of California mandated groundwater investigation (Title 23 California Code of Regulations Chapter 16). Subsequent groundwater sampling confirmed contamination and the need for long-term groundwater monitoring workplan, to verify elements of the corrective action process.
The groundwater monitoring has assisted in evaluating the Sites for closure under the State of California Low Threat Case Closure Policy, which attempts to streamline and reduce the costs to bring cases to regulatory closure. Both Sites are enrolled in the State of California Underground Storage Tank Cleanup Fund and reimbursement claims will be filed for eligible corrective action costs.
LACO has been providing services related to monitoring groundwater contamination at the Sites since October 2015. In order to remain in compliance with Title 23, the Executive Office, Facilities and Fleet Division recommends an amendment to the 2015 agreement in order to complete the reports for the 2016 reporting year by extending the term expiration from December 31, 2016 to June 30, 2017.
Alternative Action/Motion:
Do not approve agreement amendment and provide direction to staff.
