Previous Board/Board Committee Actions:

On February 14, 2017, the SGMA Ad Hoc committee provided an update on the development and structure of an Ukiah Valley Basin Groundwater Sustainability Agency.                       

 

Summary of Request

The SGMA Ad Hoc has been working with various stakeholders and Groundwater Sustainability Agency (GSA) eligible entities in the Ukiah basin as part of a formation committee process.  Since June 2016, the California State University Center for Collaborative Policy has been providing facilitation services to bring all parties to the table for GSA development.  At the March 16th and 30th meetings, the group reached a consensus to move forward with the proposed Joint Powers Agreement.  The initial members include, Mendocino County, City of Ukiah, Russian River Flood Control and Water Conservation Improvement District and the Upper Russian River Water Agency.    In addition, a Tribal and Agricultural seat will be added to the Board of Directors.  The Agreement, organizational chart and list of stakeholder participants are attached for your review. 

 

The Water Agency recommends approval of the JPA forming the Ukiah Valley Basin GSA and requests the Board appoint the current SGMA Ad Hoc Committee to serve as a Director and Alternate on the GSA Board of Directors.
