Summary of Request:
On August 28, 2016, the County issued a Request for Proposal (RFP) for a Medical Cannabis Inventory Tracking Software System for the County of Mendocino’s Medical Cannabis Cultivation Program and Medical Cannabis Facilities Program. Subsequent to a review and evaluation process, which included product demonstrations from several responsive proposers, the County issued an award letter to SICPA Product Security, LLC in February 2017. SICPA is a global leader in product authentication, identification and secure traceability solutions and services. SICPA comes highly recommended and currently provides the California Board of Equalization with its track and trace architecture to uniquely identify over 800 million items annually. In addition, SICPA has developed a track and trace solution for medical cannabis currently being utilized by Humboldt County, Yolo County and the City of Eureka. The track and trace program costs are supported by the permittee subscription fees outlined in Attached B of the agreement. Although the initial proposal from SICPA included a scenario by which the County would not incur costs, this enhancement to SICPA’s original system proposal provides for SIPCA administering all billing responsibilities to the permittees/participants in the track and trace program. For a one-time cost of $28,000, the proposed scope of work provides for the enablement and use of the SICPA program and system customization to allow for automated billing and payment integration through third party fee collection by utilizing the County’s Treasure Tax Collector’s current vendor Point and Pay. Although this model does result in the one-time cost to the county, the savings realized by the contractor assuming the billing responsibilities more than justifies the one-time expense.
