Previous Board/Board Committee Actions:
By Resolution Number (No.) 09-076 (April 7, 2009) the Board of Supervisors (BOS) approved DOT Agreement No. 090054/BOS Agreement No. 09-051 with Geo-Logic Associates for Water Quality Monitoring Report Preparation for Caspar, South Coast, and Laytonville Landfills. By Resolution No. 12-020 (January 24, 2012) the Board approved DOT Agreement No. 110106/BOS Agreement No. 12-014, Professional Services Agreement with SHN Consulting Engineers & Geologists, Inc., (SHN) for Water and Gas Monitoring Services at Closed Landfills Located in Laytonville, Caspar, and Gualala.
Summary of Request:
DOT Agreement No. 170015 provides for professional civil engineering, geotechnical and environmental services for the Water and Gas Monitoring and Reporting Program at Mendocino County’s three landfills for a period of five years beginning July 1, 2017. The Water and Gas Monitoring and Reporting Program is mandated by orders from the North Coast Water Quality Control Board and consulting services are needed to assist County staff and ensure compliance with the requirements. A Request for Proposals was issued on February 27, 2017, to which seven technical proposals were received from firms capable of providing the necessary services. DOT has determined SHN is the firm best qualified to provide the work under DOT Agreement No. 170015. After discussions and negotiations, SHN has agreed to perform the services under DOT Agreement No. 170015 for a not to exceed amount of $269,403. DOT requests and recommends the BOS approve and award DOT Agreement No. 170015 to SHN to perform engineering and consulting services for the Water and Gas Monitoring and Reporting Program. DOT also believes it is prudent to authorize the Director of Transportation to approve amendments to DOT Agreement No. 170015 up to $25,000 to address unanticipated work due to adjustments to the requirements of the monitoring and reporting program.
