SUMMARY OF REQUEST:
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998 is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement. MCSO has participated in the BVP Grant program for several years.

The purpose of the Bulletproof Vest Partnership (BVP) Program is to reimburse states, counties, federally recognized tribes, cities and local jurisdictions up to 50% of the cost of body armor vests purchased for law enforcement officers. Since 1999, over 13,000 jurisdictions have participated in the BVP Program with a total of $430million in federal funds for the purchase of over one million vests (1,275,098 vests as of January 2017).

Award amounts are not known prior to application. Current legislation allocates funds first to jurisdictions with less than 100,000 residents and then remaining funds are distributed on a pro rata basis to jurisdictions with over 100,000 residents.

The Deputy Sheriff Association (DSA) Memorandum of Understanding (MOU) Article 38 dictates that the County provide a protective vest every five years after issuance.
