PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
By Resolution Number (No.) 13-088 (August 27, 2013), Board adopted a MND, in compliance with CEQA requirements, for South Coast Landfill Final Closure/Post-Closure Maintenance Plan.

SUMMARY OF REQUEST:
Pursuant to CEQA requirements, an initial study was prepared for the South Coast Landfill FCPCMP, which supported the adoption of a MND. On August 27, 2013, a public hearing was held to present the findings of the initial study and to hear and consider any comments or concerns of the public prior to the adoption of the corresponding MND. No public opposition was received at that hearing. Following the public hearing, the Board, by Resolution No. 13-088, adopted the MND. Following adoption of the MND, the Department of Transportation (MCDoT) found that a viable source of cover soil was not available and made a minor change in design to accommodate the lack of a readily available soil source, which includes using a closure turf geotextile with sand infill ballast in lieu of the two foot-thick vegetative soil layer and separator geotextile layer.
