On July 1, 2017, CalRecycle will begin fining both Gualala supermarkets (Gualala Supermarket, Surf Market) $100/day for not having a Recycling Buy-Back Center within three miles of downtown Gualala.  County staff has met with affected parties, and it is recommended that, as a temporary interim solution, estimated Buy-Back weekend operating costs of $48,000 per year be shared equally ($12,000 each) between the following four parties: Mendocino County, Solid Wastes of Willits, Surf Market, and Gualala Supermarket.  The South Coast Transfer Station is 4.4 miles from downtown Gualala; if the State will accept this alternate location, annual operational costs for the Buy-Back Center would decrease to about $34,000, or $8,500 if split four ways.

Previous Board/Board Committee Actions:

At their January 24, 2017, meeting, the Board of Supervisors approved an interim one-year agreement with Solid Wastes of Willits (SWOW), which provided SWOW with additional revenue and cost saving measures relating to provision of solid waste services, pursuant to five existing franchise and/or transfer station agreements.

 

This interim one-year agreement between the County and SWOW included a provision allowing temporary closure of Recycling Buy-Back Redemption Centers in Boonville, Gualala, and Westport.  The County retained the right to direct SWOW to re-open these Recycling Buy-Back Redemption Centers in the future.

 

Summary of Request

Closure of the Gualala Recycling Buy-Back Center had several unanticipated and undesirable consequences, which were not known at the time the Board of Supervisors approved the one-year agreement with SWOW on January 24, 2017. More specifically:

 

Closure of the Gualala Recycling Buy-Back Center led to Gualala supermarkets, the Gualala Supermarket and Surf Market, receiving letters from State Agency CalRecycle.  CalRecycle informed both markets of the legal requirement to have a Recycling Buy-Back Redemption Center located within a 3-mile radius of downtown Gualala.

 

Board approval of Recommended Actions will help resolve the issues created by closure in early 2017 of Recycling Buy-Back Centers in Gualala.  Staff will update the Board periodically regarding the status of solid waste and Buy-Back recycling services in Gualala.
