PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On June 7, 2017, the Board gave direction to write a letter opposition for AB 1250 and bring back the letter to the Board for ratification on June 20, 2017.
SUMMARY OF REQUEST:
AB 1250 amounts to a de facto prohibition on contracted services. Although public services are generally best provided by public agencies, counties must retain the option to determine when local conditions warrant contracting for services. The specific concerns regarding this bill are outlined in the opposition letter attached. Both the California State Association of Counties (CSAC) and the Rural County Representatives Counties (RCRC) oppose this bill. An opposition position is consistent with the local control and regulatory reform provisions of the County's 2017 Legislative Platform. Therefore, it is recommended the Board ratify the opposition letter for AB 1250.
