PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
The Board approved the Caspar Transfer Station Operations and Lease Agreement on January 31, 2011, and extended Agreement on April 19, 2016 until June 30, 2021. The Board also approved Amendment No. 3 to this Agreement on January 22, 2013, to adjust the fuel cost adjustment mechanism to provide a more accurate method to adjust rates to reflect changes in fuel costs. At their January 24, 2017 meeting, the Board directed staff to prepare an amendment to the Agreement to add scrap metal and electronics to the recycling commodity index.

SUMMARY OF REQUEST:
Staff requests the Board approve the amendment to Section 14(D) of the Agreement, which adds scrap metal and electronics to the Recycling Commodity Index, so that fluctuations in these commodity prices will be included in the annual rate adjustment. Mendocino Solid Waste Management Authority ("MSWMA") has prepared this amendment request as a service provided to the County under the contract between the County and MSWMA.

Approval of the attached Amendment to the Agreement will not have a direct financial impact on the County.
