Accept implementation update regarding the Mendocino County Cannabis Cultivation Program and Cannabis Compliance and Code Enforcement Unit and, as necessary, provide direction on implementation.

PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
In May 2017, the Mendocino County Board of Supervisors directed the Department of Agriculture to provide Board updates regarding the implementation of the Cannabis Cultivation Program. During the update to the Board on July 11, 2017, the Board directed staff from the Departments of Agriculture, Planning and Building Services, and the Code Enforcement Unit to return on July 18, 2017 to address questions from the board and public comment. Specific questions and topics to be addressed will include the following: the process for resolution of complaints and notification of involved parties, prioritizing resolution of complaints regarding applicants, development of clear criteria for approval or denial of applications, definitions of structures and clarification of their use in relation to cannabis, requirements for Americans with Disabilities Act (ADA) accessible restrooms and available options, extension of application period, potential amendments to the cultivation ordinance, an option for neighborhoods to opt out of the cultivation program, allowing structures to continue to be used for cultivation if they were in the past (grandfathering), and traffic from cultivation sites crossing through parcels via easements.
