Previous Board/Board Committee Actions:
On February 12, 2002, the Board of Supervisors designated the Policy Council on Children and Youth/Child Abuse Prevention Commission (PCCY /CAPC) as the child abuse prevention coordinating council for all of Mendocino County and designated that the Commission administer the Children’s Trust Fund. Since then, the Board of Supervisors has approved PCCY/CAPC recommendations for the allocation of funds from the Children’s Trust Fund as required pursuant to Welfare and Institutions Code Section 18967. Last action on August 16, 2016, Item No. 4(o).
Summary of Request:
PCCY/CAPC is the designated entity for oversight of the County Children’s Trust Fund (2110-760272). County Children’s Trust Fund money is to be used to fund child abuse prevention councils, child abuse and neglect prevention and intervention programs operated by private nonprofit organizations or public institutions of higher education with recognized expertise in fields related to child welfare. For fiscal year 2017/2018, PCCY/CAPC is recommending distribution of $13,200 to the Children’s Action Committee (CAC), and $6,800 to Mendocino Coast Child Abuse Prevention Coordinating Council (MCCAPCC) also known as Advocates Supporting Coast Kids. Pursuant to Welfare and Institutions Code Section 18967, the Board of Supervisors shall make the final decision as to which programs shall be funded. PCCY/CAPC is tasked with establishing the criteria for determining those programs which will receive funding, and making recommendations to the Board of Supervisors as to those proposals which meet the established criteria. In order to ensure that child abuse prevention activities are conducted county-wide, both child abuse prevention groups have received funding to support their operations and activities. June 15, 2017, the PCCY/CAPC voted to approve a motion to recommend to the Board of Supervisors that $13,200 is provided to the CAC, and $6,800 is provided to the MCCAPCC from the County Children’s Trust Fund for FY 17-18. CAC and MCCAPCC will be providing child abuse prevention activities such as a Child Abuse Prevention Education program in Fort Bragg and Point Arena schools, an event for Child Abuse Prevention Month in April, the Pinwheel Garden Campaign, Adverse Childhood Experiences (ASES) outreach and training, and activities at community health fairs.
