Approve amendment to Agreement No. 16-044 with B.I. Incorporated dba BI Correctional Services Inc. extending the term one additional year, pursuant to the terms of the 2016 BOS Agreement, in the amount of $360,000 to provide day reporting services in Ukiah for fiscal year 2017-18; authorize the Chief Probation Officer or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
Board approved and signed the original agreement on 3/27/12, which, with subsequent approved amendments, terminated on June 30, 2016. Board approved and signed the current agreement on June 21, 2016, agenda item #v, for the period of July 1, 2016 through June 30, 2017 with option to extend the term of the agreement three (3) times for a period of one (1) year per extension on the same terms and conditions. The BI agreement is recommended by the Community Corrections Partnership (CCP) and is included in the CCP budget for FY17-18, which was approved by the Board of Supervisors on June 7, 2017.
Summary of Request:
In order to provide effective and intensive community supervision, the Community Corrections Partnership selected BI to run the Adult Day Reporting Center. BI provides a true evidence-based supervision program meeting all AB109 Community Supervision requirements. BI’s program structure includes and incorporates all the requirements necessary for our AB109 programs including, but not limited to, risk and needs assessments, behavior change plans, cognitive behavioral programs (individual, group and computer-based), substance abuse testing & treatment, graduated sanctions for probation violations, intensive probation supervision, employment and training assistance, case management, and program evaluation
