Previous Board/Board Committee Actions:

On September 8, 2015, the Board adopted a resolution and approved CDP 2015-0017 which authorized the processing of a Consolidated Coastal Development Permit by the California Coastal Commission for after-the-fact construction of a deck, exterior lighting and retaining wall within the Mendocino County Coastal Zone.                     

 

Summary of Request

PUC requests the Board authorize the adoption of the resolution allowing the California Coastal Commission to process a consolidated Coastal Development Permit to authorize 1) relocation of the existing boat barn; 2) installation of ADA accessibility improvements; and 3) construction of a new sewer line and convenience bathroom in the existing lab building within the Coastal Zone. The 1,600± square foot existing boat barn is positioned entirely within the California Coastal Commission’s jurisdiction and is proposed to be relocated to a portion of the property entirely within the Mendocino County Coastal Zone. The barn relocation component is the subject of an enforcement effort being undertaken by the California Coastal Commission (Coastal Development Permit Amendment Application No. 1-06-018-A1). The existing lab building-where the ADA improvements, sewer line and convenience bathroom are proposed-is bisected by the Coastal Commission and Mendocino County Coastal Zone boundary. The proposed consolidation request by PUC would allow for streamlined processing of the project and review of the entire project in one permit. The Coastal Act was amended by Senate Bill 1843 effective January 1, 2007, which allows for a consolidated permitting process for projects when the Coastal Development Permit authority is shared by a local government and the State Coastal Commission.

 

Therefore, PUC is seeking a resolution that would consolidate the permit review under the Coastal Commission and streamline the permit process for this specific project only. In support of this proposed consolidation request, the consolidation of the Coastal Development Permit would not substantially impair public participation in the review of the Coastal Development Permit, as a public hearing will still be held by the Coastal Commission and may be attended by interested parties or interested parties may submit written comments to the Coastal Commission.

 

Alternative Action/Motion:

Reject the Resolution and direct staff to process a Coastal Development Permit for that portion of the project located in the County’s jurisdiction.
