Approve Agreement with Mendocino County Resource Conservation District in the amount of $160,168, to provide groundwater monitoring and storm water education and outreach services for the term of August 1, 2017 to June 30, 2020; authorize the Water Agency General Manager to sign any future amendments to the Agreement that do not increase the dollar amount; and authorize Chair to sign same.

Summary of Request

Mendocino County has been recognized by the State Water Resources Board, as of August, 2014, as the monitoring entity for the Ukiah Valley Basin in the statewide groundwater elevation monitoring program (CASGEM).  In addition, the County holds a National Pollutant Discharge Elimination System Phase II permit as an operator of a small municipal separate storm sewer system (MS4).  The County is contracting with the Mendocino County Resource Conservation District to provide well monitoring services required by CASGEM.  In addition, the contract utilizes the MCRCD existing outreach and education projects to fulfill portions of the state’s NPDES education and outreach components.  Utilizing the expertise of the Mendocino County Resource Conservation District allows the County to fulfill state requirements for groundwater and storm water.
