Approve Agreement with Safe Passage Family Resource Center in the amount of $105,208 to provide Differential Response services in fiscal year 2017-18; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
Safe Passage Family Resource Center was selected from a Request for Proposal process to provide Differential Response (DR) services from Elk, CA to Westport, CA for an average of 12 cases at a time, and up to 36 cases per year. DR allows for a broader set of responses to reports of possible child abuse or neglect and includes prevention and early intervention, engaging families to address issues of safety and risk, and improving access to services. Safe Passage Family Resource Center will receive referrals with low to moderate risk from Family and Children's Services and will engage with the families, conduct needs assessments, develop service plans tailored to meet the needs of the family, and provide case management for up to 6 months with the goal of preventing the likelihood of child abuse and neglect, recurrence of maltreatment, and/or the likelihood of re-entry to foster care.
