Previous Board/Board Committee Actions:

By Resolution Number (No.) 15-091 (June 16, 2015) the Board authorized the Director of Transportation to act as the airport sponsor’s official representative and to sign all necessary applications, grant documents and FAA entitlement transfers from either County airport to the other on behalf of Mendocino County.                     

 

Summary of Request

Each year, entitlement funds are apportioned by FAA for the Mendocino County Department of Transportation to fund capital improvement projects at County airports.  If not expended or transferred, the funds expire after three years and revert back.  On March 17, 2017, the Director of Transportation, acting as the Round Valley Airport sponsor’s official representative as previously authorized by the Board, authorized a transfer of expiring entitlement funds in the amount of $150,000 from Round Valley Airport to Little River Airport to assist with the construction costs for the taxiway reconstruction project.  Additionally, Little River Airport received entitlement fund transfers in the amount of $209,958 from various other airports in California who had projects delayed.  On July 27, 2017, bids were opened for the taxiway reconstruction project and all bids were significantly above the engineer’s estimate and the funds budgeted by both the County and the FAA.  After discussions with the FAA, it has been determined there is no feasible way to proceed with construction this fiscal year and the project will need to be delayed.  Due to delay of the project, these funds in the amount of $509,958 that includes an additional $150,000 originally apportioned to Little River Airport will expire on September 30, 2017 (the end of the federal fiscal year).  Rather than allowing these funds to expire, they could be transferred to another eligible airport to help fund a capital improvement project.  Helping to fund other California airport projects is beneficial to our local flying community because the airports are part of our local airport network.  Additionally, these airports may be more likely to transfer funds to Mendocino County when needed in the future.  The City of Palo Alto has now requested Mendocino County transfer the expiring funds for a project planned for construction this year at Palo Alto Airport. The Director of Transportation requests the Board authorize him to sign a one-time FAA Entitlement transfer from Little River Airport to Palo Alto Airport up to the amount of $509,958 on behalf of Mendocino County.

 

Alternative Action/Motion:

Deny authorizing the Director of Transportation to sign FAA entitlement transfers to Palo Alto Airport, allowing any unexpended funds to expire.
