Approve Mental Health Services Act Innovation Project to develop Round Valley crisis response services with a three-year budget of $1,124,293 ($359,648 in fiscal year 2017-18, $373,401 in fiscal year 2018-19, and $391,244 in fiscal year 2019-20); authorize the Health and Human Services Agency Director or designee to sign the Innovation Project Plan and submit it to the Mental Health Services Oversight and Accountability Commission for approval; and authorize the HHSA Director or designee to sign and submit any amendment to the project that does not increase the Project’s three-year maximum budget.

Summary of Request:
In fiscal year 2013-14, Mendocino County initiated a Community Planning Process around suggesting, selecting, and implementing an Innovation Project as part of the County’s next three-year Mental Health Services Act (MHSA) Plan. As a result of that planning process, Innovation Project #1 was prioritized: Targeted Crisis Response System for Round Valley.
Innovation Project #1 has been in development for the past three years and was presented to the Mendocino County Board of Supervisors on July 12, 2016, as part of the requisite annual MHSA Plan Update for fiscal year 2016-17. The work plan for the Project has not yet been approved by California’s Mental Health Services Oversight and Accountability Commission (MHSOAC) and, because the budget for the Project was recently modified, must be re-reviewed and approved by Mendocino County’s Board of Supervisors before it can be submitted to MHSOAC for approval. The MHSOAC is scheduled to review and approve this Project in Sacramento on October 26, 2017.
