Summary of Request:
On February 9, 2017 the Mendocino County Sheriff’s Office (MCSO) released RFP# SO-2017-002 titled “Medical Health Services for Mendocino County Jail”. A Pre-Bidders Meeting was held on March 20, 2017 and three potential bidders attended. The RFP closed on April 7, 2017 and three proposals were received. The RFP evaluation review committee, which consisted of seven individuals (3 from MCSO, 1 from Mendocino County Executive Office (CEO), 1 Board of Supervisors representative, 1 Community Partner, 1 Health and Human Services Agency/Behavioral Health representative) met and determined the two top proposals. Those two top proposers, NaphCare and California Forensic Medical Group (CFMG), were invited to conduct an oral presentation/demonstration that occurred on April 26, 2017 with the RFP evaluation review committee. Prior to making a recommendation to the Board of Supervisors, the evaluation review team, under direction from the County CEO’s office, performed two background site visits to further assess the potential service delivery outcomes. A consultant specializing in jail inmate medical services was also hired to thoroughly review the proposals and offer insight on the process. Based upon the RFP evaluation review committee’s recommendations, the MCSO and Executive Office are submitting their recommendation for contract award consideration based on all of the research and evaluation review team findings. The RFP evaluation review team is requesting the Board of Supervisors to authorize the MCSO and CEO to negotiate a contract for services as described in RFP #SO-2017-002 with NaphCare.
