Recommended Action/Motion:

1) Reconsider Board of Supervisors approval on August 15, 2017, of updated timeline regarding Emergency Medical Services (EMS) requests for proposals (RFP) for Exclusive Operating Area Services and EMS and Fire Dispatch Services; and upon successful reconsideration, consider 2) Approve a timeline for requests for proposals for Emergency Medical Services; upon completion of the EMS RFP process, staff will work with the EMS providers, local fire departments and CalFire to return to the Board of Supervisors with a Memorandum of Understanding between the agencies to ensure the best possible process for the respective agencies to resolve operational issues.

On August 15, 2017, the Board of Supervisor approved an updated timeline regarding Emergency Medical Services (EMS) requests for proposals for Exclusive Operating Area Services and EMS and Fire Dispatch Services.
Summary of Request:
Supervisor Gjerde has spoken with representatives of several local fire departments, and has taken a tour of the CalFire dispatch center at Howard Forest. While the board will want to consider many facts, these were of particular interest to Supervisor Gjerde: 1) CalFire is not charging the County it’s fully loaded costs for the dispatch service, 2) CalFire is sending the County annual invoices that are consistently cheaper than listed in the contract, and 3) CalFire has fire fighters serving as dispatchers, and that expertise is providing a level of service the local fire departments could not receive from a private dispatch company. Given the information available to the board, Supervisor Gjerde requesting the Board direct that staff would not proceed with an RFP for fire and emergency medical dispatch, since the facts on the ground lead Supervisor Gjerde to believe the Board would not approve a contract with a private dispatch company, and proceeding with an RFP would simply be a waste of time and money.
Rule 27 of the Board of Supervisors Rules of Procedures states: Any member of the Board who votes in the majority on a question, as well as any member who was absent, is eligible to make a motion to reconsider. A motion to reconsider shall be in order during the meeting at which the action to be reconsidered took place, provided members of the public in attendance during the original action are still present in the Board chamber. In all other cases, motions for reconsideration must be placed on a future agenda for action. Unless a member was absent, a motion to reconsider must be placed on the agenda for the next regular Board meeting. A member who was absent must place a motion to reconsider on the agenda for the next regular Board meeting after the regular Board meeting at which that member is in attendance. A motion to reconsider shall require a majority vote. A motion to reconsider, if lost, shall not be renewed nor shall any subject be a second time reconsidered within twelve (12) months, except by a 4/5th vote of the Board.
Supervisor Gjerde was absent from the August 15, 2017, Board of Supervisors meeting where the updated timeline regarding Emergency Medical Services (EMS) requests for proposals for Exclusive Operating Area Services and EMS and Fire Dispatch Services was approved by the Board of Supervisors. Supervisor Gjerde was also absent from the August 22, 2017, Board of Supervisors meeting and the August 29, 2017, Board of Supervisors meeting. Supervisor Gjerde announced at the September 12, 2017, Board of Supervisors meeting that he intended to invoke Rule 27 of the Board of Supervisors Rules of Procedures to present a motion to reconsider the approval of the updated timeline regarding Emergency Medical Services (EMS) requests for proposals for Exclusive Operating Area Services and EMS and Fire Dispatch Services at the September 19, 2017, meeting of Board of Supervisors.

that County Staff will continue meeting with City of Ukiah
Staff to address concerns of the City of Ukiah. Negotiate

compliment and optimize the benefits of an Exclusive
Operating Area contract.
