Summary of Request

The County of Mendocino completed a formal Request for Proposal (RFP) process during the winter of 2016/2017 to select an Environmental Consultant capable of preparing an environmental impact report (EIR) related to the Integrated Wildlife Damage Management Program and the settlement agreement reached in the case of Animal Legal Defense Fund, et al. v. Mendocino County.  Raney Planning & Management submitted the most responsive, qualified RFP and has been selected to perform the services.  The total amount of the agreement is based on the RFP response document and technical scope of services.  Payment to Raney Planning & Management will be based on the deliverables to the County, i.e. 25% of the total cost is due to the contractor within 30 days of execution of the agreement.  This type of payment schedule will allow the work to be completed, but also allow the County to maintain control of the product, as each notable step results in a payment to the contractor.

Alternative Action/Motion:

Do not approve the agreement and provide direction to staff.
