Form an ad hoc committee to work with the City of Ukiah and possibly the City of Willits to form a unified request for proposals regarding Emergency Medical Services (EMS) and Fire Dispatch Services, and appoint two Supervisors to serve on the Committee.

Previous Board/Board Committee Actions:

On August 15, 2017, the Board of Supervisor approved an updated timeline regarding Requests for Proposals (RFPs) for an Exclusive Operating Area (EOA) for ambulance services and dispatch services for Emergency Medical Services (EMS) and Fire Services. On September 19, 2017, the Board of Supervisors reconsidered the action taken on August 15, 2017 and approved the process for the issuance of an RFP for an EOA for ambulance services with the understanding that County staff will continue meeting with City of Ukiah staff to address concerns of the City of Ukiah. The Board of Supervisors also directed staff to negotiate with CAL FIRE to ensure enhanced dispatch services that compliment and optimize benefits of an EOA contract. Further, the Board of Supervisors directed staff to prepare an agenda item for the next available Board meeting regarding the formation of an ad hoc committee to meet with the City of Ukiah to consider development of a unified approach regarding contracting for dispatch services.

 

Summary of Request

On September 19, 2017, the Board of Supervisors received a letter from the City of Ukiah regarding concerns related to the RFP process for an Exclusive Operating Area (EOA) for ambulance service and dispatch services for Emergency Medical Services (EMS) and Fire services. During the Board’s discussion direction was given to staff to prepare an agenda item for the October 3, 2017, Board of Supervisors meeting to form an ad hoc committee to meet with the City of Ukiah to consider a unified approach regarding contracting for dispatch services for EMS and Fire  services.

Provide direction to staff.
