Approve an addendum to the Joint Powers Agency (JPA) Agreement between the Counties of Napa, Marin and Lake adding Mendocino County to the JPA - Workforce Alliance of the North Bay (WANB); approve an addendum to the Memorandum of Understanding (MOU) between the Counties of Napa, Marin and Lake adding Mendocino County to the MOU; and authorize Chair to sign same; and select two Board members to sit on the Workforce Alliance Governing Board to represent Mendocino County.

Previous Board/Board Committee Actions:
On November 1, 2016, the Board of Supervisors signed a letter requesting consolidation and inclusion of the local Workforce Development Area into the WANB.
Summary of Request:
On November 1, 2016 the Board of Supervisors signed a letter to consolidate Mendocino County’s Workforce Development Area into the regional board, the Workforce Alliance of the North Bay. The final step in approving the consolidation and transferring staff to the WANB is signing the Addendum to the JPA and the Addendum to the MOU. Each of the other three Boards, Napa County, Marin County and Lake County, have simultaneously completed this same process; each signature page is attached to this summary. As such, there is not one document signed by all parties; however Mendocino County’s Addendums will be added to the group to complete the process. Furthermore, in the future Mendocino County would continue to provide approximately $216,000 in salaries and benefits that will be reimbursed by Marin County as part of the WANB; however all other responsibilities would transfer to the WANB under the JPA. Staff recommends the following 3 items be approved in the motion: 1.) signing of the Addendum to the JPA; 2.) signing of the Addendum to the MOU; and 3.) selection of 2 Board members to represent Mendocino County on the Workforce Alliance Governing Board.
Alternative Action/Motion:
Do not sign the addendums and provide further direction to staff.
