1) Discuss and waive the Board’s Rules of Procedure, Specifically Rule No. 27, Motion to Reconsider; upon successful waiver of the rule, 2) Reconsider Board of Supervisors approval on October 3, 2017, of a letter to Army Corps of Engineers (ACEO) requesting assistance in addressing staffing, maintenance and management issues at Lake Mendocino; and upon successful reconsideration, 3) Approve letter to the Army Corps of Engineers requesting specific assistance regarding issues at Lake Mendocino; and authorize Chair to sign same.

Summary of Request:
On the October 17, 2017, Board of Supervisors meeting Supervisor Brown stated her intent to invoke Rule 27 of the Board of Supervisors Rules of Procedures and agendize a Motion to Reconsider on the October 24, 2017, Board meeting agenda regarding the Board’s approval of letter to the Army Corps of Engineers (ACEO) on October 3, 2017, requesting assistance in addressing staffing, maintenance and management issues at Lake Mendocino. Since approval of the letter, she has received information regarding a more effective method to communicate with the Army Corps of Engineers regarding specific issues at Lake Mendocino and potential corresponding remedies to those issues.
Rule 27 of the Board of Supervisors Rules of Procedures states: Any member of the Board who votes in the majority on a question, as well as any member who was absent, is eligible to make a motion to reconsider. A motion to reconsider shall be in order during the meeting at which the action to be reconsidered took place, provided members of the public in attendance during the original action are still present in the Board chamber. In all other cases, motions for reconsideration must be placed on a future agenda for action. Unless a member was absent, a motion to reconsider must be placed on the agenda for the next regular Board meeting. A member who was absent must place a motion to reconsider on the agenda for the next regular Board meeting after the regular Board meeting at which that member is in attendance. A motion to reconsider shall require a majority vote. A motion to reconsider, if lost, shall not be renewed nor shall any subject be a second time reconsidered within twelve (12) months, except by a 4/5th vote of the Board.

Do not reconsider the approval of a letter to the Army Corps of Engineers (ACEO) requesting assistance in addressing staffing, maintenance and management issues at Lake Mendocino.
