Adopt Resolution to authorize the Department of Planning and Building Services to submit an application to HCD for the 2017 NOFA, in the amount of $4,837,500, to request funding of a Mental Health Crisis Facility; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The State Department of Housing and Community Development has posted the 2017 Notice of Funding Availability for a "Shovel Ready" project. In order to qualify for the application process, Mendocino County must submit an application prior to December 1st and meet all necessary guidelines. As such, the Department of Planning and Building Services held a public meeting on October 17, 2017 to solicit input on possible projects to bring forward to the Board of Supervisors for approval. Redwood Community Services (RCS) was the main participant of the public meeting and offered 2 projects. From that meeting, staff selected the Mental Health Crisis Facility to bring forward for the public hearing.
